Jon Judd is a policy researcher working on the governance of emerging biotechnologies. His work focuses on who can access biological data, who benefits from biotech innovation, and how oversight frameworks can support a bioeconomy that is both secure and equitable. He is a postdoctoral scholar at the Engineering Biology Research Consortium and a former White House OSTP intern.

Developing a managed access framework for federal biological data repositories that balances scientific openness with national security mandates, published through the Engineering Biology Research Consortium. [link]

Producing gain-of-function oversight guidance for international audiences and convening listening sessions across 18 countries to inform BWC-aligned standards development.
